WHEREAS; The West Philadelphia Corridor Collaborative is an independent partnership providing support to twelve commercial corridors through fourteen participating member business associations having a combined membership of over 2,000 independent small businesses and non-profit organizations.
WHEREAS, The President of the West Philadelphia Corridor Collaborative is empowered from time to time to endorse and support legislation that advances the shared goals of the business community of West Philadelphia.
WHEREAS; The Office of the President and the Government Committee of the West Philadelphia Corridor Collaborative have reviewed H.R. 6422 The National Infrastructure Bank and have recommended a favorable endorsement based on the following:
A. The 2018 Pennsylvania Infrastructure Report Card of the American Society of Civil Engineers (ASCE) gave the state of Pennsylvania a C- grade. Pennsylvania roads were graded D+, with a congestion costing the state $3.7 Billion annually in lost time and wasted fuel. Drinking water
received a D grade; 50% of Philadelphia’s water mains were installed prior to 1930 and 30% prior to 1900. Drinking water in the State of Pennsylvania had a funding gap of $10 Billion. Wastewater treatment was graded D-, and transit was graded D.
B. The Southeastern Pennsylvania Transport Authority (SEPTA) needs at least $5 Billion in capital
requirements and 20% of Pennsylvania’s bridges are graded structurally deficient. The fifteen most traveled structurally deficient bridges in the State are in Philadelphia....
