Washington State Legislature Passes Resolution in Support of the National Infrastructure Bank Act

April 15, 2023

On April 12, the Washington State House of Representatives overwhelmingly passed SJM 8001, the joint memorial "Concerning a National Infrastructure Bank". The resolution calls upon Congress to adopt the National Infrastructure Bank legislation introduced into the 117th Congress as HR 3339.

This resolution passed the Washington Senate on February 8. The April 12 vote signified that the entire Washington Legislature has adopted the resolution. Washington becomes the fourth legislature to endorse the National Infrastructure Bank legislation. Similar resolutions have passed at least one house in many other states.

The resolution was sponsored and directed by Senate Democratic Caucus Chair Bob Hasegawa (in above picture) and had 16 Senate cosponsors. Senator Hasegawa led a determined campaign in and out of the legislature and was joined by Democratic Party officials and civic activists around the state. Many Democratic Legislative District organizations endorsed the legislation including: King County Democrats (Greater Seattle area), 34th District, 48th District, 49th District, 1st District, Seattle Indivisible and many other organizations. The Washington State Democratic Party adopted a plank supporting the policy last year.

Activists mobilized in concert with the Coalition for a National Infrastructure Bank to drive the effort. The effort was punctuated by two lively hearings, one in the House and another in the Senate. Testimony was presented by state campaigners and most eloquently by Senator Hasegawa. (see below). All involved now hope to carry the impact of this accomplishment to the U.S. Congress. The aim is to sway members of the congressional delegation to help get the legislation introduced and debated in the 118th Congress.
