The National Infrastructure Bank Act

  • $5 trillion in lending authority
  • No new debt
  • capitalized by existing treasury bills, so capitalizing the Bank requires no new federal debt. Existing debt is repurposed.
  • No new taxes
  • Requires no new federal taxes or sources of funding. The Bank will earn income on the loans it makes, so it is self-funding.
  • 25 million new jobs with family-sustaining wages will be created by the projects the bank will finance.
  • Has been done before
  • A national infrastructure bank has been used four times in U.S. history - under Washington, Adams, Lincoln and Roosevelt.
  • Extremely successful every time it was used - these banks built much of the infrastructure America has today.
  • Previous infrastructure banks always ended in the black and made money for the federal government

Recently Passed Infrastructure Legislation Is Not Nearly Enough


The recently passed bipartisan infrastructure bill is merely a small step in the right direction. Only $567 billion of that bill is new money for infrastructure.


Meanwhile, the American Society of Civil Engineers estimates we have a backlog of urgently needed, long-overdue repairs to existing infrastructure of $2.7 trillion. And that does even begin to address the need for high-speed rail, or affordable housing, or large-scale water projects to address chronic water problems.


Large and Growing Support for the NIB


Here is the kind of support H.R. 3339 has nationwide:

  • 24 state legislatures have introduced resolutions calling on Congress to enact the bill
  • 29 city councils and county boards have passed resolutions in support of H.R. 3339.
  • 13 national organizations including the:
  • National Association of Counties
  • National Black Caucus of State Legislators
  • US High Speed Rail Association
  • Many other organizations

More support is coming in all the time.
