Memorandum of Support from the Hudson Valley Building and Construction 
 Trades Council to Create a New National Infrastructure Bank


Whereas, on March 31, 2020, U.S. Congress introduced HR6422 known as the National Infrastructure Bank Act of 2020

Whereas, HR6422 would create a government-owned bank that would lend up to $4 trillion to state and local government to repair and upgrade public infrastructure in the United States.

Whereas, HR6422 would create over 25 million new jobs and includes labor protections including most importantly Davis-Bacon Wages.

Whereas, HR6422 would help jump start the economy and job creation which is much needed due to the coronavirus impact.

Whereas, the American Society of Civil Engineers (ASCE) stated in its 2017 report card that the United States received a D+ regarding the current state of infrastructure and estimates that more than 4.5 trillion dollars would be needed to restore the nation's infrastructure to the state of good repair.

Whereas, the Hudson Valley Building and Constructing Trades Council covers the Counties of Orange, Ulster, Sullivan and Dutchess in New York, represents 28 local unions and 8000 plus members.

Therefore, be it resolved, that the Hudson Valley Building and Constructing Trades Council supports HR6422 and calls upon the Congress of the United States to pass House Resolution 6422 to create a National Infrastructure Bank to finance urgently needed projects in New York and the United States.

Therefore, be it resolved, the Hudson Valley Building and Construction Trades Council shall copy every congressional member within the jurisdiction of Council and the New York State Governor.
